Manistee man arrested on strangulation, domestic violence charges.


MANISTEE TOWNSHIP — A 52-year-old Manistee man has been charged with assault by strangulation and domestic violence following an incident on Bridge Street Friday, Feb. 9. Joseph S. Cowen was arrested by the Manistee County Sheriff’s Office on the two charges after receiving the complaint about 2:30 p.m.

Sheriff John O’Hagan said the Northern Michigan Mutual Aid Emergency Response Team (ERT) was called to assist because of the threat of possible use of weapons. Cowen was taken into custody about 10:15 p.m., almost eight hours after law enforcement arrived on scene. He was arraigned in Manistee County’s 85th District Court.

Assault by strangulation is a felony punishable by up to 10 years imprisonment and/or a $5,000 fine. Domestic violence is a misdemeanor punishable by up to 93 days in jail and/or a $500 fine. Bond was set at $30,000 cash or surety. Cowen remains lodged in the Manistee County Jail.
